January, 2025
Legislative Report

Dion White, Secretary, AAIDD Texas Chapter

The 89th regular session started on January 14th and will run through June 2nd, 2025. During this time, the 150 members of the House of Representatives and 31 members of the Senate will meet to consider new laws and take care of other matters.

As the session unfolds, individuals with intellectual and developmental disabilities (IDD) remain at the forefront of critical discussions. With an estimated 1.5 million Texans affected by IDD, the state faces growing demands for services and supports that ensure these individuals can live fulfilling, independent lives.

1. Education and Employment Support
Many individuals with IDD face barriers to education and employment opportunities. Advocates are pushing for legislation that expands inclusive educational practices and ensures that students with IDD receive appropriate accommodations and support in schools. Additionally, there is a need for more job training programs, and workforce inclusion initiatives that offer pathways to competitive, integrated employment.

2. Caregiver Support
With the growing demand for direct care professionals, there is a need for workforce development programs to recruit and retain qualified staff in the IDD care sector. One major obstacle which needs to be addressed is the need for a livable wage for direct care professionals.  We are asking for an increase for direct care staff of community IDD programs to be competitive with similar staff working in state institutions such as State Supported Living Centers.

As Texas lawmakers continue their work in the 2025 session, the voices of individuals with IDD, their families, and advocates must remain at the center of legislative discussions. By addressing these critical needs, the state can make meaningful strides toward a more inclusive and supportive future for all Texans.

I encourage everyone to contact their State legislators and convey the urgency to take action this session to make positive and meaningful changes to enhance IDD services across the State.
